thats exactly how you should do it......only the rerverse they talk about decreasing the resolution we want to increase it change the res from 72DPI to 300DPI with resample unchecked access image size (with the photo open in PS) under the "image" tab select image size (or Ctrl Alt I)

bicubic smoother in photoshop and upsample them to 200-245dpi. then run an unsharp mask, and slight sharpening... the gaussian blur (what looks good, maybe 1-5) and run another unsharp mask. fix the shadows and highlights as well.. that'll give you a decent picture.
