misc stat!!!

ok ok ok, i know im a noob, but there is a misc stat i do not understand whatsoever, the cost($50 base) , what fdoes it mean? Im up to $250 and i have no idea what its aboot

That you cost the army $X.00 by tk'ing
and blowing up friendly shit (Arty on wake ring a bell?)
