Supposedly not available until December. I was able to download the Commander app from a link at the bottom of this article: http://androidcommunity.com/battlefield-4-commander-companion-app-marches-into-android-20131121/ First attempt said was not available in my country. Second attempt, the "install" button was there. It works on my Nexus 7 (2012), and NOT my Galaxy S4. I was able to confirm it works, because when I open it, it says "Update in progress, check back later". And that is what is says on my PC too.
