another GFX card question

hey guys, im lookin to find a decent pci slot gfx card under 100 bucks with s-video capabilities for my bros comp, he is stubborn and doesnt wanna get a new comp, and also it has to be able to play C&C3 tiberium wars, and its expansion kanes wrath, any help is appreciated

yeah.. he fails pretty hard.. even AGP isnt too much more advanced.. im at my absolute limit in vid cards

i figured it was a lost cause its wat ive been tryin to tell him, his time would be better spent savin up to buy a new comp, pci-e cards are pretty cheap now for some of them, comps aint that much nowadays either, hopefully i can convince him, his such a fuckin hardhead its ridiculous
