Press [ctrl]+[shift]+[esc]
to bring up task manager,
Click the networking tab, see what your network is
reporting when you aren't doing anything.

Then click the performance tab, see if your Cpu Usage is High,
Ignore the spike in the graph when you first click the tab,
Then check the PF Usage graph, see if you are using more ram than
you have.

I read in today's WSJ that Cogent and Level3 have had some type of disagreement that has resulted in Internet traffic bogging down all over North America and Europe. This is probably what's creating the ping problems - signals are having to get re-routed across longer distances.
