W7 COD4 Lag - FIXED!!!

Here is the W7 fix that Fuzion found... it really has seemed to work. I will be running it for a little while to confirm, but it seems to have done the trick.

Yeah, I had terrible lag again last night.

Not sure if the setting are still working or not. I will double-check tonight.
